Marco Nenciarini 12d66a070b ci: skip disk cleanup on larger runners 
The disk cleanup steps exist because the default ubuntu-latest
runner has limited free space. Runners selected via CI_RUNNERS
other than the default come with much larger disks, making the
cleanup unnecessary overhead.
